Leo Liu

Dr. Liu's  practice focuses primarily on intellectual property, financial transactions and financing, as well as related litigations and arbitrations. With 23 years of professional experience in the intellectual property field, Dr. Liu worked for over ten years at the China National Intellectual Property Administration (CNIPA), including the Patent Reexamination Board. Dr. Liu has long been engaged in IP-related legal services. In 2013, he joined Liu Shen & Associates as a patent attorney and attorney-at-law. In 2017, Dr. Liu founded the Intellectual Property Department at Beijing Caihe Law Firm. In 2018, he established Beijing Tangsong IP Firm. Dr. Liu possesses extensive experience in intellectual property, financial transactions and financing, technology licensing, and litigation and arbitration, disputes resolution. Dr. Liu also previously taught and conducted research at the Intellectual Property Research Center of Law School in Renmin University of China, and pursued advanced studies at the European Patent Office (EPO) in Munich, Germany.

Dr. Liu holds a dual academic background in engineering and law, he received his Bachelor of Engineering in Polymer Engineering from Sichuan University, Master of Laws from Renmin University of China, and Doctor of Laws in Intellectual Property Law from Beijing Normal University.

In addition to his Lawyer Qualification and Patent Attorney Qualification, Dr. Liu also holds Securities Practitioner Qualification, Fund Practitioner Qualification, Banking Professional Qualification.

Currently, Dr. Liu also serves as Member of the Intellectual Property Committee of the All China Lawyers Association, Deputy Director of the Patent Law Committee of the Beijing Lawyers Association, Supervisor of the Supervisory Board and Director of the Zhongguancun Service Committee of the Haidian District Lawyers Association, Arbitrator at several domestic arbitration institutions, Mediator at the China International Economic and Trade Arbitration Commission (CIETAC), Postgraduate supervisor at Beijing Foreign Studies University and other universities.
